A Chico State student has been charged with the murder of a taxi driver following a bizarre traffic collision on the streets of Hong Kong.

Kelsey Lord Michael Mudd, 22, was charged in Hong Kong’s Eastern Magistrates' Court with the Saturday morning murder of 58-year-old Wong Chi-ming, according to an article in the Australian newspaper, The Age.

Mudd, a member of Chico State’s Phi Kappa Tau fraternity, was initially arrested under suspicion of taking a vehicle without authority and drunken driving. The charge was later amended to murder after Mudd was questioned in the custody ward at a hospital, a police spokesman said.

At press time, it was unclear how Wong sustained his fatal injuries.

Brian Sweat, vice president of communications and alumni relations at Phi Kappa Tau, declined to answer any questions and referred The Orion to Aaron Mascari, vice president of recruitment for the fraternity.

Mascari said that Mudd has been a member of the fraternity since 2006, and referred to him as “a great guy.”

Mudd, who was traveling on an Australian passport, was reportedly arguing with Wong in the taxi before the incident early Saturday morning.

The initial traffic collision occurred when the taxi smashed into a railing before hitting three other taxis, which were going in the opposite direction, according to a statement by the Hong Kong Police.

After paramedics arrived on the scene, removed Wong from the vehicle and attempted to treat Mudd's injuries, Mudd jumped into the driver's seat of the damaged taxi and drove into the path of oncoming traffic before colliding with another vehicle.

Magistrate Chin Lai told the court Monday that, because the case is so serious, Mudd could not be granted bail, but he can apply for a bail hearing in Hong Kong’s High Court, according to an article by The South China Morning Post.

Acting Principal Magistrate Bina Chainrai adjourned proceedings until July 27, pending further police investigation and a report on forensic findings from the scene, the Post reported.

Wong was married and had a son and a daughter, the Post reported.

Let's hope it turn out to be a pure accidence. That way no families, the driver's or the student's will not have any bad feeling or shoulder any responsiblity. Guess the family of the driver suffer the most and need all the supports

I think that we should get the facts before assuming. Kelsey is a great person and I think that not knowing what happend before the crash is important. I hope that the evidence can shed some light on the situation. Whenther or not Kelsey was in a fraternity shouldn't matter but I think that the greeks should come together and support Kelsey, along with his fraternity as well. Kelsey is a person and people who don't know him shouldn't judge him, and those who do know him can only send good thoughts his way.

In response to kcmo's post:

Kelsey being in a fraternity has absolutely nothing to do with this situation and is not relevant. This happens to people outside the greek system as well. It is absurd to say that this happened because he is greek or it at least had something to do with it. When the alcohol poisoning incident happened with a freshman that is in the greek system on campus this past semester, it was completely overlooked that another freshman, not in the greek system, got alcohol poisoning in University Village on the same night. The only difference between "us" and "everyone else" is that we belong to an organization that yes, does have fun, but also does a lot of philanthropic work that goes overlooked. Instead of finding the reasons for his actions in the greek system, stop making excuses and look to him for the answers.

Let us not forget the countless blood drives the greeks have done as well as fundraising for the fire victims in the area. To add to the list, this year alone we have raised money for our troops and research foundations, participated in walks for cancer and MS, and cleaned up local schools, just to name a few.

And as a reminder, the student that was found dead from a drug overdose this year as well as the student that was hit and killed by a train were both not a part of the greek system. So why is it that the greeks are the only ones getting a bad reputation? While a non-greek dies of an accidental drug overdose, they want to put a memorial bench in City Plaza park. While a greek survives an accidental alcohol poisoning, an entire organization gets suspended. It is food for thought.

While the greek system cannot be held entirely accountable for this incident, your greeks seem to be developing an infamous trend of fatalities. I don't think Mr Bruce is pinning anything. The fact that Mudd is a Chico state grad and a member of Phi Kappa Tau is relevant to the story. It would have been a gross oversight if the Orion had not reported the story.

This is a terrible way to try and pin something on the greek system AGAIN! This happening in the summer in a different country had nothing to do with him being in a fraternity and should be cut out. This is horrible editing and should never have been published with that in there. Shame Shame.

The fact that he is in a fraternity has nothing to do with him allegedly committing a crime. Regardless of your opinion of fraternities, Kelsey Mudd should be supported because he is one of our own. Chico State's sense of community is strong and we need to show that by supporting our fellow student. In Hong Kong, like the U.S., people are innocent until proven guilty. It is not fair to make assumptions about him without all of the facts.
